The solution in the solutions manual is for the current reaching 99% of its final value. t99=-( L/ R log(1- R/ V*0.99*if) But, the final current is if = V/ R.  Therefore t99=- L/ R*log(1- R/ V*0.99* V/ R)=- L/ R*log(0.01).
